Defence & deterrence

Europe needs the resources, readiness and resolve to deter aggression and defend itself.
The argument

Europe's defence debate has moved rapidly from whether Europeans should spend more to what greater European responsibility actually requires.

Money matters, but spending is only the start. Resources have to produce usable military capabilities. Forces must be ready. European militaries need to operate together. And none of it produces deterrence without the political resolve to act.

The objective should not simply be more national defence spending, but a more integrated European way of war.

Resources. Readiness. Resolve.
